UPDATE: City Response to Neighborhood Petition

Great news, great neighbors! The City of Agoura Hills is aware of the increasing dangers on the roads of Old Agoura and working to address them. For the residents on publicly maintained roads that want speed humps on their street, the City needs a separate petition for each section of public roadway requesting the speed hump. Please reach out to the Board for coordination if you want a speed hump near you! The process is attached in the PDF below.

Hi Christine,

Thank you for sharing these traffic safety concerns with the City. We are aware of the recent collision at Driver/Lewis and working with the Sheriff Department to obtain more information. As a follow-up, we can work directly with the Lost Hills Sheriff Department to provide enforcement along Driver during key times to discourage speeding and enforce traffic laws.

Roadway safety for all modes of transportation (pedestrians, cyclists, equestrians and vehicles) is of priority to the City. Over the last few years, the City has conducted several planning studies to identify improvements to roadways and intersections throughout the City to improve safety – these include the Local Roadway Safety Plan (LRSP), the Bike Master Plan (BMP), and the Engineering and Traffic Survey (E&TS).

Although the majority of roadways and intersections in Old Agoura were not identified as collision “hot spots", the studies have included recommendations to improve safety and mobility in Old Agoura. Some of the improvements identified for implementation are:

Class II bike lanes on Driver

Class III bike routes on Chesebro, Colodny, and Fairview

Reduce the speed limit on Driver from 35 mph to 30 mph

Improve the pedestrian crossing at Driver in front of Agoura High School.

The City has been implementing Class III bike routes upgrades with each pavement project; and Class III bike routes will be implemented on Colodny and Chesebro as part of the upcoming pavement project, which is estimated to go out to bid in early April, with construction to start after July 1st.

Recently, the City was awarded a grant to conduct an update to our Local Road Safety Plan and a new Safe Routes to School (SRTS) Plan. These two upcoming projects will provide a great opportunity to survey both students and parents in Old Agoura to help us identify and program improvements to key routes accessing the high school, including along Driver Avenue.

Regarding speed humps along Old Agoura roadways, the City's determination to install speed humps are based on the City's Speed Hump Policy (attached). The Policy requires a petition bearing the name of 60% of the “affected residents” be submitted to the City. Affected residents are defined as the residents that live along the segment where speed humps are proposed. A separate petition would be required for each street (i.e. Fairview, Colodny, and Chesebro).

Some of your other ideas you presented, for example raised crosswalks, are all options for road safety measures. As part of the SRTS project mentioned above, the City may consider these types of measures to provide pedestrian crossing improvements along Driver Avenue. However, please be aware that these types of safety measures are capital projects, requiring pavement and drainage design, in addition to just signing and striping.

Neighborhood Petition Drafted

Greetings good neighbors,

This morning a car hit a pedestrian who was walking with the flow of traffic and outside of the wood pedestrian fence along Driver.  This unfortunate incident highlights the need for improved road safety measures and has brought to light many other incidents and close calls that are increasing in frequency and severity as new neighbors move in and new drivers hit the roads.  We have created a petition requesting the City of Agoura and Lost Hills Sheriffs department take action before tragedy occurs.  We are hoping for installation of more strategically placed speed humps and bumps, a raised crosswalk at Lewis and Driver, and increased law enforcement presence to deter reckless driving.  Please take a moment to sign the petition and fill out all the requested contact information.  The city needs 60% of affected areas to sign the petition before they will consider the requests.
